St. Augustine strongly refuted any doubts that the Holy Spirit is gifted by an apostle or a bishop and said that this thought is foreign to the Church since the laying of hands in chrismation, the water in baptism, and the laying of hands in priests’ ordinations are all apparent signs that are accompanied with prayers for the person to receive the gifts of the Holy Spirit from God and not from any human being.
