The answer
No one really knows until now the reality of those extra terrestrial encounters. So far what we have is stories of people describing their own personal experiences, I doubt very much that it would be any foreign government involvement or even just evil signs to seduce people. There is enough evil in the world and it doesn't need extraterrestrial.
